Quantitative Scenario-Based Assessment of Contextual Factors for ICT4D Projects: Design and Implementation in a Web Based Tool

Managing interventions in Information and Communication Technology for Development (ICT4D) require complex analysis of longer-term outcomes. Particular external environment, often described as a set of various contextual factors, play a crucial role in realisation of any ICT4D projects. To enable quantitative assessment of contextual factors a tool for quantitative assessment of contextual factors was developed. Guided by the results-based management methodology a model of common ICT4D contextual factors and a complementing method for scenarios elicitation and analysis were developed. These artefacts were integrated and implemented as a public web-service to support ICT4D proposals evaluation and screening. While the tool is not intended for comprehensive analysis, it employs both the uncertainty as well as expected impact of the contextual factors in the evaluation. A streamlined process for eliciting expert judgments as well as the easy to interpret results arguably further enhance usability and comprehensibility of the tool.
