Anomaly Detection in the Fuel Consumption. A Case Study on Illegal Fuel Storage in Bolivia

Bolivia subsidizes the cost of fuel for the entire automobile fleet in the Country. This gives rise to unacceptable smuggling of fuel via illegal storage and transportation. This bad practice is impacting on the macroeconomic variables of the Government and is a loss of public money. So far the government implemented a system based in Radio-Frequency IDentification (i.e. RFID) to record the fuel consumption for each vehicle with the country. Due to the large amount and diversified data, it is indispensable to have effective mechanisms to manage the available knowledge in order to identify outliers should be brought to justice. This paper describes the idea and preliminary results to address this social specific problem, by using intelligent profiling and anomaly detection algorithms.
